Institutional personnel and training for female prison officers
(Rules 29-35, Chapter 10)
PRI in the Middle East and North Africa acknowledged the importance of enhancing the capacity of female police officers in Yemen and increasing their numbers in service (including in prison management) and empowering them to have access to senior positions with key responsibility for the development of policies and strategies relating to the treatment and care of women who come in contact with the law, including women in prison.
PRI, in partnership with Ministry of Interior, established the Female Police Academy in Aden, which was assigned the task of providing specialised training for female officers, including specialised training courses on prison management, treatment of women in prison according to the Bangkok Rules, gender-specific needs of women, and a human rights-based approach to prison management. As a result of establishing the Academy and encouraging the hiring of female staff within the police force in Yemen, the number of female prison officers increased by ten folds since 2018.
