A new network on probation and parole
Launched at the World Congress on Probation and Bali hosted in Bali, Indonesia, this new Global Network, coordinated by Penal Reform International and International Bureau of Dutch Probation, will strengthen probation and parole systems worldwide.
Why now?
Justice systems worldwide are under increasing strain—facing overcrowding, limited resources, and growing demands. At the same time, community-based sanctions and measures are expanding rapidly.
Without stronger coordination, shared learning, and sustained collaboration, there is a real risk that this growth will outpace quality, safeguards, and impact.
Global gatherings such as the World Congresses on Probation and Parole provide important moments of exchange—but they are not enough. What’s needed now is continuous, year-round collaboration.
Our aims
The Global Probation Network brings together government agencies, civil society, academia, multilateral organisations, donors, practitioners, and people with lived experience.
Together, we will:
LEARNING
Learn and generate knowledge by exchanging experiences and evidence from diverse contexts.
IMPROVE
Document and share global best practices, promoting proven methods for probation and parole worldwide.
COLLABORATE
Promote collaboration and deepen partnerships across borders through joint projects.
DRIVE THE AGENDA
Shape the global agenda through advocacy, visibility, and thought leadership in criminal justice reform.
CONNECT
Maintain momentum between World Congresses by carrying forward key outcomes and strengthening their impact.
