Prison health care: Paths to improvement
This report has been developed in the context of the current transfer of the penitentiary health care system in Kazakhstan from the Ministry of Internal Affairs to the Ministry of Health. The report provides an overview of the experiences of other countries which have completed such a transfer, or are in the process of transferring. It draws upon consultations with experts from OECD countries who have experience in providing medical services to people in prison and highlights good practices and and gaps in service provision, as well as guidelines for successfully transferring the responsibility of penitentiary health care to the Ministry of Health.
The report has been drafted by Dr Sven Todts, WHO Expert, Director of Medical and Dental Care, Department of Justice in Belgium and developed in the context of a PRI project supported by UNDP.
