Analysis of the state of the health care system in the penitentiary system of the Republic of Kazakhstan

This report has been developed in view of the ongoing process to transfer responsibility of penitentiary health care from the Ministry of Internal Affairs to the Ministry of Health, to be completed in 2023. The report examines the current state of the penitentiary health care system in Kazakhstan, how it responded to challenges related to COVID-19 as well as opportunities for reform. In addition, it includes an overview of practices in countries which have already transferred responsibility of penitentiary health care to the Ministry of Health or are in the final stages of doing so
