Submission: Implementation of the UNGASS Outcome Document in regard to human rights
This resource is PRI’s submission to the Office of the High Commissioner for Human Rights (OHCHR) for its report on the implementation of the joint commitment to effectively addressing and countering the world drug problem with regard to human rights. This report was requested by the resolution of the Human Rights Council 37/42, adopted on 23 March 2018, and will be submitted to the UN Commission on Narcotic Drugs.
This submission is structured around the human rights recommendations in regard to human rights contained in the UNGASS outcome document. It has a particular focus on the issue of proportionate sentencing but it also includes commentary on alternatives to conviction and punishment, legal guarantees and due process safeguards in the criminal justice proceedings, health and treatment, women and drug policies, and torture. Each section concludes with a list of recommendations on implementation of the UNGASS commitments.
