“Capital Measure” (2011) is a documentary film produced by Penal Reform International, with the financial assistance of the European Union under the European Instrument of Democracy and Human Rights (EIDHR), on the application of the death penalty in Belarus. The film is currently only available in Russian.
The film focuses on the role of the courts and the protection of human rights of those charged with a capital offence. The film highlights two very specific death penalty cases, including that of two men accused of committing a bomb attack that killed 15 people and injured more than 200 others at a metro station in Minsk in April 2011 (both men were reportedly executed in March 2012). “Capital Measure” was shown at a film festival in Minsk, Belarus, on 27 January 2012.
