This is a useful survey. It highlights that, after legislation, the first requirement for the wider use of RJ is infrastructure, to make sure that it is available everywhere in the jurisdiction. It is especially interesting that in countries like Norway the service is delivered by lay volunteers, so that the wider community is involved. Next, a re-think of sentencing principles is needed, so that the basic principle could be reparation rather than punishment, leading to a reduction of the use of imprisonment to a minimum.
