Civil society convenes in Amsterdam to launch the Global Alliance of Civil Society on Prison Reform

This week, representatives from civil society from 31 countries are meeting in Amsterdam – alongside participants joining online – for the kick-off conference of a new Global Alliance of Civil Society on Prison Reform, convened by Penal Reform International (PRI). The initiative brings together a growing network of almost 90 civil society organisations on prison reform.
The Alliance is being launched at a time of sustained pressure on justice systems globally. With more than 11.5 million people in prison, the implications extend beyond individuals to families and communities, intersecting with broader challenges related to inequality, governance and the rule of law. The Alliance aims to strengthen collaboration among civil society actors and support coordinated responses to the most urgent challenges.
At the opening reception of the conference, Olivia Rope, PRI’s Executive Director stated: “In uncertain times, gathering this week with the expertise and voices from civil society around the world is of huge value to take on the most pressing challenges, and build a base to work collectively on prison reform.”
Over the next two days (26–27 March 2026), we will work through a programme focused on sharing and co-creating the Alliance’s vision, governance, and priorities. The conference also addresses key thematic issues shaping prison reform efforts globally. Sessions include a focus on examining the impact of punitive approaches and shrinking civic space on justice systems, alongside dedicated discussions on the role of lived experience in shaping policy and practice.
