Kuwait – launch of joint training activities on enhancing the effectiveness of justice (Towards a more efficient justice system)

On 17 and 18 December 2024, the second phase of the joint workshop, organised by the Kuwait Institute for Judicial and Legal Studies in collaboration with Penal Reform International, took place in Kuwait. Titled “Enhancing Justice Effectiveness: Towards Efficient Justice”, the workshop brought together 30 senior prosecutors and public prosecution members, aiming to strengthen the capacities of the judicial system and ensure the delivery of effective justice. The first phase of the workshop was held on November 27, 2024 and lasted two days.
Key Themes of the Workshop:
The workshop, building on the positive outcomes of its first phase, addressed participants’ needs while continuing discussions from the earlier session. It focused on critical themes related to achieving justice and safeguarding fair trial guarantees, such as:
- Interrogation procedures and safeguards in prosecutorial investigations, including the right to defense and the role of lawyers during interrogations.
- Pretrial detention and alternatives, covering legal and practical conditions, mechanisms and justifications for its use.
- Digital evidence, exploring its role in proving crimes and enhancing justice outcomes.
- The trial phase and judicial specialisation, emphasising the importance of specialised courts for certain categories to improve the efficiency of the judicial system.
Objectives and Context:
This workshop is part of the implementation of the cooperation agreement signed between the Kuwait Institute for Judicial and Legal Studies and Penal Reform International.
The agreement aims to advance judicial training and capacity-building while fostering a legal environment that upholds the principles of fair trials.
By continuing the successes achieved during the first phase, this workshop seeks to deliver innovative solutions and practical recommendations to enhance the effectiveness of Kuwait’s judicial system.
It places particular emphasis on developing new tools and mechanisms that contribute to the delivery of efficient and fair justice.
