Inclusive security sector reform and migration governance in Lebanon: Perspectives from national institutions

Penal Reform International, as part of the MENA Scholarship Programme (MSP), funded by the Ministry of Foreign Affairs of the Netherlands and managed by Nuffic, successfully concluded a six-day training workshop in Amman, Jordan, held from 5 to 10 July 2025, titled “Inclusive Security Sector Reform and Migration Governance in Lebanon: Perspectives from National Institutions.”
The workshop brought together 18 representatives from six leading Lebanese civil society organisations, all of whom occupy leadership positions within institutions engaged in advancing human rights and security sector reforms.
Over the course of the training, participants developed comprehensive action plans and key recommendations to support inclusive and sustainable security sector reform in Lebanon. Discussions focused on strengthening cooperation and dialogue between civil society and security institutions, particularly in the context of migration, displacement, and asylum. The sessions also explored ways to enhance the engagement of host communities in the design and implementation of protection and assistance programmes for refugees, migrants, and displaced persons. A strong emphasis was placed on the importance of governance, accountability, transparency, and the humanisation of procedures and policies affecting vulnerable populations.
The training was facilitated by experts from PRI’s Middle East and North Africa (MENA) Regional Office, in collaboration with the participating organisations, whose high-level engagement and commitment reflected a shared determination to advocate for the adoption of the workshop’s recommendations across governmental, civil society, and local platforms in Lebanon.
