Call for Proposals: Mid-Term Evaluation of Dutch-Funded Project in Yemen – New deadline

Penal Reform International is seeking qualified consultants or consultancy teams to conduct a mid-term evaluation of our Dutch-funded project in Yemen, titled “Enhance the Role of the Female Police in Yemen in Supporting Peace and Access to Justice.” This project, initiated in 2022, aims to increase the participation of female police officers, enhance gender-sensitive policing and improve access to justice for women and children, particularly in the context of gender-based violence.
The evaluation will focus on key project outcomes, such as:
- Strengthening the capacity of female police officers through training and mentorship.
- Creating gender-sensitive environments in police stations and improving procedures for handling cases involving women and children.
- Enhancing collaboration between police and local service providers to ensure victims of gender-based violence receive necessary protection and support.
Evaluation Objectives: The mid-term evaluation will assess the project’s relevance, coherence, effectiveness, efficiency, impact and sustainability. Key tasks will include reviewing project documentation, conducting field visits to targeted governorates, interviewing key stakeholders and comparing project activities with international best practices. The evaluation aims to provide actionable insights to inform project adjustments and ensure continued progress in achieving the goals.
Key Activities:
- Desk review of project documents and relevant research.
- Field visits to project sites in the South of Yemen (Aden, Al-Mukalla, Taiz, and other regions).
- Interviews with project staff, police officers, female judges and key stakeholders.
- Analysis of outputs, outcomes, and sustainability of interventions.
Requirements: We are looking for consultants with expertise in gender and development, conflict or post-conflict settings and experience evaluating programs in the fields of law enforcement and humanitarian response. Familiarity with Yemen’s socio-political context is highly desirable. The selected team will be expected to produce a detailed evaluation report with recommendations for enhancing the project’s impact and sustainability.
