Mechanisms for the prevention of torture in nine CIS states: synthesis report
This research report assesses the legislative framework, conditions of detention and the development of monitoring mechanisms, with a particular focus on the establishment of civil society monitoring mechanisms and the National Preventive Mechanisms under OPCAT, in nine states of the former Soviet Union: Armenia, Azerbaijian, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Ukraine.
The research was conducted in 2011-2012 as part of PRI’s 2010-2013 project ‘Strengthening institutions and building civil society capacity to combat torture in 9 CIS countries’, funded by the European Union. Three regional reports were produced (Eastern Europe, Central Asia and the South Caucasus) and this synthesis report which provides an overview of the issues analysed across the three regions. Pulling out recurring trends, common gaps and challenges, positive examples and good practice, and lessons learned, it aims to:
- foster the debate about comprehensive, independent and effective monitoring of places of detention
- pave the way for reforms of existing monitoring bodies
- act as a basis for countries about to establish such bodies.
