Kadoma Declaration on Community Service Orders in Africa
The International Conference on Community Service Orders in Africa, organised by PRI and the Zimbabwe National Committee on Community Service (ZNCCS), was held in Kadoma, Zimbabwe, from 24-28 November 1997.
Participants at the conference adopted a Declaration agreeing, among other things, that the use of prison should be strictly limited to a measure of last resort and that community service is a positive and cost-effective alternative that should be preferred to a custodial sentence whenever possible.
The Declaration also adopts the attached Plan of Action, which includes an agreement to establish a network of National Committees on Community Service (NCCS) and other interested groups. An agreed Code of Conduct for these National Committees is also attached.
