Gacaca Research Report No.5: Cell-level preparations
The fifth Gacaca research report covers the period from July 2002 to the beginning of 2003. This period was devoted to preparing for the Gacaca tribunals in Rwanda at cell level.
As well as giving an overview of the development of systems such as compensation, community service and monitoring, the report also provides three local case studies. These cases show that the local situation, the local history of the genocide and the role of the local authorities are important factors to be taken into consideration in order to understand the differences between zones.
