The International Penal and Penitentiary Fund (IPPF), the oldest international organisation in the field of penal policy, just had their congress in Bangkok. The topic was womens’ imprisonment, in order to highlight the Bangkok Rules. Delegates had an extensive visit to the womens’ prison. It houses more then 4000 prisoners. Many of them serve very long sentences, usually for drug-related offences. Prison conditions run counter to the letter as well as the spirit of the Bangkok Rules. IPPF delegates were not amused.

PRI had the pleasure to also participate at this very interesting symposium on the Bangkok Rules organised by the International Penal and Penitentiary Fund (IPPF) in Bangkok in March – the content and findings of which we understand will be available as a publication.

I particularly remember the ‘Pathways project’, research conducted by Capetown University on the pathway of women to crime and imprisonment. How sad and most of the female are foreigners who are only allowed to make one call in 3 months and the consular offices don’t know of these inmates – family cannot call as it is difficult to get information due to the language barriers. I am overseas and I want to visit an inmate and its very hard to get information.

The women inmates don’t have freedom of speech at all,the toilets in the dorms are only two and in a dorm there are more than 12 inmates.In my opinion they should do more than that
