Second report of Essex Experts on the review of the UN Standard Minimum Rules for the Treatment of Prisoners
Ahead of the 3rd Intergovernmental Expert Group Meeting (IEGM) on the revision of the UN Standard Minimum Rules for the Treatment of Prisoners (SMR) taking place in Vienna on 25-28 March 2014, PRI together with Essex University submitted this Second Report of the Essex Expert Group on the Review.
This report is the outcome of a second meeting of a group of independent experts, ‘the Essex Expert Group’, which aimed to identify current international norms and standards in the areas proposed for revision and any outdated language or gaps in the Standard Minimum Rules as a result of the international legal developments that have taken place since their adoption in 1955.
The report was submitted with the view to facilitating discussion on the following points in the revision process:
- safety of prisoners
- prisoners in a position of vulnerability
- use of force and restraints
- body searches
- deaths and injuries in custody
- record keeping and case management
- training
The report supplements the Experts first report, ‘the Essex paper’ (2012), available in Arabic, English, French, Russian and Spanish.
