The Madrid Recommendation: health protection in prisons an essential part of public health
The Madrid Recommendation was universally agreed at a conference on 'What Works in the Prevention and Control of Major Communicable Diseases in Prison' held in Madrid in October 2009. It notes the high rate of post-release mortality and the overwhelming evidence that health protection measures are effective in prisons.
The Recommendation was accepted as 'so important, that wide dissemination was called for, to all who could improve the current position worldwide regarding communicable diseases in prison, which are today a persistent threat to public health'.
The conference was attended by representatives from 65 countries. It was organised by the World Health Organisation, UNODC, the Spanish government and others.
