128 delegates from 26 countries including 21 African countries met in November 2004 in Lilongwe, Malawi, to discuss legal aid services in the criminal justice systems in Africa. The Lilongwe Declaration on Accessing Legal Aid in the Criminal Justice System in Africa was adopted by consensus at the closure of the conference.
